FRANKLIN COUNTY AGRICULTURAL SOCIETY

 

MINUTES OF REGULAR MEETING JANUARY 13, 2009

 

 

President Dick McDermitt called the regular January meeting of the Franklin County Agricultural Society to order on January 13, 2009 at 7:00PM in the Secretary’s Office on the Fairgrounds.

 

Roll call showed 17 members present. Those present were Becky Applegett, Jeff Ball, Rachel Bausch, Brian Boggs, David Brobst, Dan Conkright, Molly Davis, Gary Dever, Emily Gabriel, Roger Headlee, Roy Hoffman, Dick McDermitt, Allison Rushley, Barb Rushley, Paul Schemrich, Tim Shade, and Bill Walton. Beth Boomershine OSU Extension Educator was present. Melissa Brinkerhoff was a guest.    

 

Allison Rushley moved Ball seconded that the December minutes be approved as submitted. Motion approved.

 

Treasurer’s report was presented by Treasurer David Brobst. Copy attached. Walton moved Schemrich seconded that we accept the Treasurer’s report. Motion carried.

 

Allison Rushley moved Gabriel seconded that we pay all bills on hand. Motion carried.

 

SECRETARIES REPORT:  

 

Shade reported that he attended a Farm Bureau Meeting discussing their participation in the 2009 Franklin County Fair.  Farm Bureau has abandoned the idea of a Beef Jack Pot show for 2009. They would like space for a display of agricultural exhibits, baby farm animals and an antique tractor. We can put them in north end of our beef building.

                                                                       

Gabriel moved Allison Rushley seconded that the Tuesday Dairy show be a combined Jersey Holstein show.  Motion carried (9 in favor 5 against).

 

OHIO FAIR MANAGERS CONVENTION REPORTS:

 

Allison Rushley said she obtained some good ideas for fair advertising.

Barb Rushley attended mandatory live stock meeting, no changes in rules for 2009. She got a contact for a fishing activity.

Emily participated in round table discussion concerning military day, and a session on camp grounds. Almost all fairs have some campground issues. Need for Conflict of Interest Policy for 990 filing was mentioned.

Walton attended trade show, said OFEA has similar problems as we do, are concerned with economy.

Bausch said we have not been sending in drug notification forms for livestock, (we keep copy for a year) changes of procedure required. ODA is offering a class to fair veterinarians; we are responsible for cleaning and disinfecting pens.

Beth went to Animal Science program run by Dr Forshey concerning ODA forms, lots of discussion on no horn rules for goats. Suggest we collect emergency cell phone numbers to contact animal owners in case of emergency.

Brobst reported many fairs are concerned with new 990 forms.

Shade attended audit read out session, we seem to have far fewer audit problems than many other fairs. Shade attended a session where GOSA offers their view of our management; our scores have improved since last review in 2006. (Copy attached)  We need to look into what we need to do to achieve OSHA Compliance. Towner agency reports legislation to be introduced in Ohio General Assembly that will make some changes for fairs.

    

COMMITTEE REPORTS:

 

Barb Rushley gave an Entertainment Committee report (copy attached).

Allison Rushley moved Davis seconded that we approve additional acts requested in report except Touch. Motion carried.

 

Barb Rushley said Junior Fair book has been updated and is out for comment/ corrections. They are moving style show, creative baking, and royalty contest to new Norwich Township Building. Four FFA and 6 4-H members attended OFMA convention.

Suggested that we reimburse kids for lunch.

Ball moves Conkright seconds that we pay for Junior Fair Kids lunches. Motion approved.

 

Brobst said advertising committee will meet Wednesday evening.

 

Emily said she is sending out sponsorship letters and will follow up with calls. 51 letters mailed to date.

 

Shade proposed changes in Junior Fair Camping policy. Allison Rushley moved Gary Dever seconded that we accept new camping procedures. Motion approved.

 

Emily reported that Parking and Gates recommended that we sell family pack tickets on a pre-fair basis 6 one day passes for $25 and business packs of 25 tickets for $100.00. Gates committee recommends we sponsor a military day where military in military attire or with active military ID and one guest be admitted free of charge. Allison Rushley moved Bausch seconded that we accept family pack/ business pack and military day proposals. Military Day to be Tuesday. Motion approved

 

Emily Gabriel reported on the proposed Fair Veterinarian Contract. Emily proposed maximum contract cost of $.2000   Schemrich moved Ball seconded to accept proposal and that we request bids. Motion approved.

 

Shade reported for the Burke Renovation Committee. Hostetler Builders feels best solution is to re-roof Burke with a bird proof insulation on the underside and no skylights. Cost $268K. Also has proposal from Andy Morbitizer to redo drains on sides and spruce up bath rooms. Further bids and discussion needed. 

 

Bausch needs changes to Senior Fair Department Books.

 

Shade moved Barb Rushley seconded in light of the fact that the Dairy Superintendent has joined this meeting and given his report I move that the earlier motion to combine Dairy shows on Tuesday evening be rescinded. There continue to be three specific dairy shows, Jersey show on Tuesday to be moved up to 6 Pm. Motion approved.

 

Bausch moved Gary Dever seconded that Senior Fair entries pay 5 vet fees because no health papers are required.

 

OLD BUSINESS:

 

The Ohio Quarter Horse Association has issued a letter of intent to use the Franklin County Fair Grounds as a satellite location for the American Quarter Horse Congress. Franklin County will complete a feasibility study before end of September 2009 and if warranted construction would start before end of June 2010.

 

Gary Dever moved Gabriel seconded that we accept the bid from DPE Electric to rebuild the electric box damaged when Hurricane IKE knocked over the oak tree in Jim Dougherty’s yard.  Motion approved

 

NEW BUSINESS:

 

Allison Rushley moved Conkright seconded that we approve up to $400 for a new air compressor.  Motion approved.

 

Gary Dever moved Hoffman seconded that we approved Huffs guide and Signature Series membership at $200. Motion approved

 

Shade proposed that we install signage near gate stating NO dogs, skateboards, rollerblades, bicycles, scooters, personal golf carts, ATV’s allowed on fairgrounds  Allison Rushley moved Schemrich seconded that we purchase and install said signs Motion approved

 

Hoffman moved Walton seconded that we approved purchase of 400 plastic folding chairs and 60 new plastic tables. Motion carried.

 

 

      

A Rushley moved Ball seconded that we adjourn. Motion approved
