April Meeting

 

MINUTES OF REGULAR MEETING APRIL 14, 2009

 

 

President Dick McDermitt called the regular April meeting of the Franklin County Agricultural Society to order on April 14, 2009 at 8:00PM in the Secretary’s Office on the Fairgrounds.

 

Roll call showed 16 members present. Those present were Becky Applegett, Rachel Bausch, David Brobst, Dan Conkright, Molly Davis, Gary Dever, Emily Gabriel, Roger Headlee, Jim Krebs, Dick McDermitt, Allison Rushley, Barb Rushley, Paul Schemrich, Tim Shade, Bill Walton, and Dick Witteman. Beth Boomershine Extension Educator was present. Melissa Brinkerhoff was a guest.    

 

Allison Rushley moved Gary Dever seconded that the March minutes be approved as submitted. Motion approved.

 

Treasurer’s report was presented by Treasurer David Brobst. Copy attached. Witteman moved Gabriel seconded that we accept the Treasurer’s report. Motion carried.

 

Krebs moved Allison Rushley seconded that we pay all bills on hand. Motion carried.

 

SECRETARY’S REPORT:

 

Shade reported that an insurance claim had been filed for a lady that sprained her ankle going out the east emergency exit of the Edwards building. The sidewalk was cracked and uneven. The concrete has been repaired.

 

The east gate of the outdoor storage lot was hit and badly damaged. Police report filed. Person has been contacted and agreed to repair.

 

Emergency Action Plan is almost done. We still need to provide some information to the health department. Hope to have document complete for Board Approval on May 12 meeting.

 

Mr. Chuck Buck has donated an additional 25 trees to the Fair Grounds. Trees were planted along Northwest Parkway.

 

Allison moved Conkright seconded that the Secretary’s report be accepted.  Motion approved.

 

COMMITTEE REPORTS:

 

Barb Rushley has additional and final contracts for entertainment tent.  The web site is now up to date with 2009 Fair information. 2009 entertainment has been spotted on grounds. There will be additional cost to get electric to elephant and bear acts.

 

A Rushley moved Walton seconded that we approved contracts for Josh Dean $500, Joy Unspeakable $3000, Wrong Sauce $750,   Capital Sound Band $1300, Sara Rutherford $300, Southern Justice $600. Motion approved. Sweet Adeline’s will also be here but are being paid for by a donation.

 

Junior Fair Board is still trying to get sponsorship money. Barn set up is July 12, G Dever moved and Gabriel seconded that we accept Barb’s reports. Motion approved.

 

A Rushley met with Ted Keller of Media Relations. A media specialist will do our media relations with media sources on Fair Media Day and an ad on KIDS web site. We will do insert ads in this week newspapers, WCOL will be onsite with morning show on Tuesday, ads on Dispatch .com, WWHO match in kind ads and will be on grounds twice, holding a float contest, have  post cards to pass out at parades  .  Molly moved Barb Rushley seconded that we accept Allison’s report. Motion approved.

 

Emily reported she is working on a sponsorship with Century equipment, Chick Filla Meijers, and Hickory Chase. Conkright moved we accept Emily’s report, Bausch seconded. Motion approved.

 

Emily reported that there will not be an emergency or farm call charge if fair exhibitors call the fair veterinarian for service while animals are on grounds at fair. We will be using Mary Lou Rings and the cost will be $2000.  People will pay for medication and procedures performed.  Krebs moved that we accept Emily’s report Schemrich seconded.  Motion approved

 

Paul Schemrich is trying to get bids from the Franklin County Engineers office to pave the sides of the Burke and to replace the drainage lines. Brobst moved Davis seconded that we approach the Franklin County Commissioners once bids have been received to see if they will cover costs. Motion approved

 

Beth Boomershine said the proposed state budget cuts extension funding by 25%. The University has a plan for restructuring. Some educators have already been laid off, others are likely to follow if the budget is approved as proposed. Educators will be covering a nine county area. Under the new plan Franklin County will get an agriculture educator because of Commissioners funding. Ultimately, there will be 6 (4-H educators) covering 9 counties.   If county provides the dollars there can be a 4-H program assistant.

Livestock quality assurance was held April 6   Farm Bureau is looking for volunteers to help with farm days at Cosi. Brobst moved A Rushley seconded that we accept this report.  Motion approved.

 

OLD BUSINESS:

 

Hilliard has received a federal grant for a portion of Northwest Parkway. Road should be built in 2010.

 

OQHA wants to get going on Congress study ASAP.

 

Shade passed a first blush conceptual drawing to the building the Hilliard Arts Groups are proposing to build on the fairgrounds. Building is proposed along Northwest Parkway next to Township Services Building. Shade said Brent Scotto has said he does not believe this building should be built on the fairgrounds. Note the city of Hilliard has not pledged any financial support of this project.

 

Shade said he attend the first Destination Hilliard meeting. This group is supposed to create an idea for a big event / festival to be held in Hilliard that outsiders will come too. This group would also become the controller of all public events held in Hilliard.

 

 

  

NEW BUSINESS:

 

Shade presented a proposal to get outside Sanitation Service for our rest rooms during the fair. Rest rooms cleanliness was a major issue in 2008 surveys.  Brobst moved Headlee seconded that we accept the proposed contact.  Motion carried.

 

Shade reported that at this point in time he did not have plans to hire any summer help Board discussed fair labor needs. Board agreed we need to cut our labor overtime.

 

Shade said that the 4-H Horse Committee had for years worked as clerks for the All American Horse Show and received $2500 sponsorship. This money paid for PAS and the fair horse events that the Board does not pay for. The Horse Committee is ok for 2009 without these funds, but may need assistance in future years or will need to curtail some of the Horse events. Boards agreed if 4-H Horse can not raise the money, the Board will cover PAS and fair event costs.

 

Brobst moved Krebs seconded that all future regular Fair Board Meetings start at 7PM.  Motion carried 14 yes and 1 no. 

 

Allison Rushlay moved Conkright seconded that we adjourn. Motion approved
